He is a member of CPC who was born in Huaiyin of Jiangsu in December 1914.
He studied in the Huaiyin Normal College from1927 to 1933, joined the Young Swan, the peripheral organization of CPC, in 1929, worked as principal of Nanjing Jiangwangmiao Primary School (1934-1937), organized the publicity team of saving the nation and resisting Japan in Huaiyin (October 1937-February 1938). He studied in the Yanan Anti-Japanese University, the training class organized by Yanan Organization Department of CPC, Yanan Marxism and Leninism College and Yanan Marxism and Leninism Research College (March 1938-June 1942). He was the research fellow and Secretary of the Party branch of Yanan Politics Research Office of the Central Committee of CPC (1942-1945), member of Eastern Hebei Financial and Trade Working Group (1945-1946), Deputy Secretary of the Party Committee and Head of Baiquan County of Heilongjiang (1946.3-1947.10), Secretary of the Party Committee of Qinggang County of Heilongjiang (1947.11-1948.12), Secretary of Mr. Chen Yun (1949-1963), Vice General Manager of Nanjing Chemical Company (1964-1965), Secretary of the Party Committee of the National Chemical Fertilizer Company of the Chemical Industrial Ministry in June 1965, Director of the Synthesis Planning Group of Fuel Chemistry Ministry and Synthesis Planning Department of Petrol-chemistry Ministry (1970-1977), Vice Minister of Petroleum and Chemical Industry in November 1977, Vice Minister and member of the Party Group of the National Defense Industry Office of the State Council and Vice Minister of National Mechanical Committee (1978-1981), Vice General Director of the Economic Research Center of the State Council (1981-1982), Vice Minister and Deputy Secretary of the Party Group of the SCRES (1982-1985), advisor of SCRES (1985-1988), Vice President of CSER. He is now an advisor of CSER.
