He was born in Qingjian County of Shaanxi Province in 1929, joined the Communist Party of China in November 1945 and graduated from the Industrial Economy Department of People’s University of China.

He studied in the Yanan Baoyu Primary School (February 1938-December 1942) and in the Yanan Middle School, High School of the Yanan University, the Make-up Class of the Natural Sciences Academy and Yanan University (December 1942-March 1947). He was practitioner of the chemical plant of the Ministry Industry Bureau of the Shaanxi-Gansu-Ningxia Border Region in March-July 1947 and worked in the Fourth Plant of the Shaanxi-Gansu-Ningxia-Shanxi-Suiyang Northwest Weapon Industry Ministry (August 1947-April 1949). He was Deputy Secretary of Communist Youth League Committee of Northwest Weapon Industry Ministry in May –December 1949, studied in Dalian Industrial College in September-December 1950 and in the Industrial Economy Department of People’s University of China. He was secretary of former Vice Premier, Li Fuchun, (September 1955-April 1972), Deputy Director of Science and Technology Department of the Research Institute of the First Machinery Building Ministry (May 1972-February 1979), secretary of Vice Premier, Bo Yibo, (March 1979-July 1983), (Deputy Director of the General Office of State Machinery Commission in January 1980 and member of SCRES in July 1982), Vice Minister and Deputy Secretary of Leading Party Group of SCRES (August 1983-May 1993), Deputy Director of the Political System Reform Research Office of the Central Committee of CPC (December 1987-August 1989), Vice Minister and Secretary of Leading Party Group of SCRES (May 1993-January 1995), Chairman of the Board of Supervisors of the All-China Federation of Supply and Marketing Co-operatives (January 1995-September 2000), Deputy and member of the Financial and Economic Committee of the Eighth National People's Congress, member of the Standing Committee and Vice Chairman of the Social and Legal Committee of the Ninth National Committee of the CPPCC.

He has been working on the research and planning of the economic construction and directly took part in the research and organization of the economic and political system reform and the development of the cooperative economy.
