He was born in Jiaozuo of Henan Province in August 1932 and graduated from the Chemical and Industrial Department of Tsing Hua Unversity in 1952. He is the member of Communist Party of China.

He was in the leading position in the Petroleum and Chemical Enterprise, Ministry of Petroleum, Ministry of Chemical Industry and State Energy Commission (1952-1982), Vice General Manager of China Petrochemical Corporation, Vice Minister of Ministry of Economic Trade and Cooperation (1982-1986), Vice Minster of Ministry of Foreign Trade and Economic Cooperation (1986-1998), Governor of Sichuan Province (1988-1993), Minister of Domestic Trade Ministry (1993-1995), Secretary of the Party Group and Executive Vice Minister of SCRES (1995-1998), member of the Standing Committee of the Ninth National People’s Congress and Vice Chairman of the Environment and Resource Committee of the National People’s Congress in 1998.
