He was born in Wuxi of Jiangsu in 1932 and graduated from the Industrial Economy Department of China People’s University in 1956. He is a senior economist.

He took part in the Southern Jiangsu Land Reform and the struggle for Reduction of Rent and Interest in 1949. He was the cadre of the Organization Department of Changzhou Municipal Party Committee, Director and Party Secretary of Xinyi Textile Factory, the Fourth and Second State-owned Cotton Factory and Changzhou Petrochemical Factory (1950-1970), and majored in the industry and economy in China People’s University (1953-1956). He was Deputy Director-general, Director-general and Secretary of the Party Committee of Changzhou Textile Industry Bureau (1970-1981); the Secretary of the Party Group and Director of Changzhou Economic Committee; Deputy Secretary, Executive Vice Mayor and Mayor of Changzhou Municipal Party Committee (1981-1988); Secretary of Party Committee, Chairman of the Board and General Manager of Jiangsu International Economic Collaborative Cooperation (1988-1990); Deputy Secretary of Leading Party Group and Executive Deputy Director of Jiangsu Commission for Restructuring the Economic System (1990-2002). He is Vice President of CSER and President of Jiangsu Society for Research on Economic System Reform.
