He was born in Zhaodong of Heilongjiang Province
in August 1951. He is a senior research fellow
and enjoys the government special subsidy.
He was member of the Technical Scouting Detachment
and secretary in charge of publicity in the Political
Department of the of the Shenyang Military Area
in (1968-1976), secretary of the Political Department
and member of the Teaching and Research Office
of Marxism basis of National Defense University
(1977- August 1984), master graduate and Head
of the Academic Group of the Theory Department
of the Party School of CPC (September 1984- September
1986), researcher of the Political System Reform
Research Group Office of the Central Committee
of CPC (October 1986-March 1988), Head of Policy
Research Office of Hainan Provincial Party Committee
and Head of Economic System Reform Office of Hainan
Province (April 1988-June 1993). He is Executive
President of China (Hainan) Institute for Reform
and Development since 1993.
