He was born in Chengde of Hebei Province in December 1945 and graduated from Beijing Agricultural Engineering University in 1968. He is a member of CPC.

From 1968 to1985, he was engaged in technical and economic management in enterprises, scientific research institutes and local government in Jilin and Liaonin as division director, director-general and deputy commissioner. He was Deputy Secretary and Secretary of Liaonin Jingzhou Municipal Party Committee of CPC (1985-1993), member of the Party Group, Secretary General and Vice Minister of SCRES (1994-1998), member of the Party Group and Vice Minister of SCORES (1998-2002). In October 2002, he served as member of the Party Group and Vice President of State Power Regulatory Commission, member of the Leading Group of Rectifying Market Economic Order of the State Council, of the Leading Group of Power Industrial System Reform of the State Council, of the Leading Group of Agricultural Development Outline of the State Council, and of the Leading Group of Revising the Law of Enterprises of the State Council.
