He was born in Liyang County of Jiangsu in February 1917 and graduated from the Shanghai Fudan Experiment High School in 1935. He joined CPC in October1936.

He was a teacher of Shijiazhuang Fulunchu Primary School and editor of Shijiazhuang Beiguang Journal (1936-1937), Director of the Shijiazhuang Information Department of CPC, Secretary of the County Party Committee of CPC of Shanxi Pingding, Director of Organization Department of Shanxi-Hebei-Henan Party Committee (1937-1940), Secretary of the County Party Committee of Jidong Zhongxin, Secretary of the Organization Department and Deputy Secretary of the Second Regional Committee of the Taihang Area Party Committee and Deputy Political Commissar of the Second Military Subarea of Taihang Military Area (1940-1945), Secretary of the Fifth Regional Committee of the Taihang Area Party Committee and Political Commissar of the Fifth Military Subarea of Taihang Military Area (1945-1947), Director of Organization Department, Deputy Secretary, Secretary of Taihang Area Party Committee and Political Commissar of Taihang Military Area (1947-1949); Director of Information Department, Deputy Secretary, First Secretary of Shanxi Provincial Party Committee and Political Commissar of Shanxi Provincial Military Area (1949-1965); alternate member of the Eighth Central Committee of CPC in 1958, First Vice Minister and Deputy Secretary of the Party Committee of the State Economic Commission and Head of Political Department of Industry and Communication of the Central Committee of CPC (1965-1966), member of the Tenth Central Committee of CPC in 1973, Minister and Political Commissar of Science and Technology Commission for National Defense (1973-1977). He worked in SCRES and attended the Party Group without voting rights (1981-1985), and was advisor of SCRES from February 1985.
